He's one of the protagonist of Los 23. Rescued from an alley where he was found very wounded, Philip is taken to the hospital where Owen worked and turned him into a cyborg. Later he is taken in by Owen and his roommate, Eloisa .
He doesn't talk a lot about his life before being turned and likes to pretend Owen and Eloisa were always his parents. They seem to be happy living a quiet life and take great pride in being a good older brother to Poleth.
